Philadelphia launches free business tax prep program

Services are available both virtually and in person and will be offered in multiple languages.

Philadelphia is now offering free business tax preparation assistance to eligible small businesses through a new citywide program administered by the Department of Commerce.

The Philadelphia Free Business Tax Preparation Program provides no-cost local, state and federal tax preparation services to businesses earning less than $250,000 in annual revenue. Services are available both virtually and in person and will be offered in multiple languages.

“We have taken bold steps to make Philadelphia more business-friendly by streamlining business processes, broadening access to capital, and advancing access to economic opportunity for all,” said Mayor Cherelle Parker.  “When our small businesses succeed, our neighborhoods and our city succeed too.” 

The program is funded through the city’s Fiscal Year 2026 budget, which includes nearly $40 million to expand business programs and initiatives through the Department of Commerce. Of that total, $11.2 million is dedicated to business education and capacity building, including the free tax preparation program, and $25.6 million is allocated for direct capital to businesses.

Selected tax professionals

The program launches with 19 vetted tax professionals and organizations located across the city who will provide free assistance to approved applicants. Participating providers include A+ Tax Experts LLC, Campaign for Working Families Inc., Capstone Strategy Group LLC, KMM Tax and Accounting Services LLC, Temple Small Business Development Center, The Bottom Line Inc., We Rise Business Solutions and others.

Collectively, participating tax professionals will offer services in English, Ukrainian, Mandarin, Cantonese, Russian, Spanish, Japanese, Italian, French, Laotian, Korean, Vietnamese and Arabic. Language availability varies by provider.

“Helping businesses remain in good standing with their taxes has always been a priority, as it opens doors to financing, credibility, and long-term growth,” said Karen Fegely, acting director of the Department of Commerce. “Our team is dedicated to the success of businesses.”  

The Department of Commerce is also seeking additional tax professionals to participate in the program, with a focus on expanding capacity in City Council Districts 6 and 9. Bilingual providers—particularly those offering services in Haitian Creole, Khmer and Portuguese—are encouraged to apply. Proposals must be submitted by Jan. 27.

Small businesses can apply now  

Small businesses can apply for the program now and throughout the tax season. Eligible businesses may contact the program manager at businesstaxprep@phila.gov or reach the Mayor’s Business Action Team at 215-683-2100 for assistance. MBAT provides personalized, multilingual support to business owners, including help with applications.
